Veteran Property & Income Tax Exemptions
Property tax exemption on your home + income tax relief
Under Puerto Rico's Veterans' Bill of Rights (Carta de Derechos del Veterano), qualifying veterans receive tax incentives including a property tax exemption on their residence and an income tax exemption on a portion of their income/pension. The Oficina del Procurador del Veterano administers these benefits.
Vehicle Excise Tax Exemption
Excise tax exemption on vehicle value up to $5,000
Puerto Rico's Veterans' Bill of Rights grants qualifying veterans an exemption from vehicle excise taxes (arbitrios) on up to $5,000 of a vehicle's value.
Free University of Puerto Rico Tuition
Free UPR tuition; 50% off for dependents
Puerto Rican veterans who do not have (or have exhausted) VA education benefits receive free tuition at the University of Puerto Rico and its units, as well as commonwealth postgraduate institutions. Spouses and children receive a 50% discount on tuition, fees, books, and materials at public postsecondary institutions.
Government Employment Preference
10 points / 10% on government exams
When a test is required for a Puerto Rico government position and the veteran meets the minimum qualifying score, 10 points or 10% (whichever is greater) is added. Law 26-2025 expanded the veteran employment preference to all work opportunities and requires employers to notify the Oficina del Procurador del Veterano (OPV) of openings.
Recreation Facility Discount
10% off commonwealth recreation fees
Veterans, their spouses, and minor or disabled children receive a 10% discount on fees at Puerto Rico parks, beaches, zoos, aquariums, vacation centers, camping areas, and other commonwealth-operated recreational facilities.
