Exceptional Family Member Program (EFMP)
A mandatory DoD program that makes sure a family member’s special medical or educational needs are considered in assignments — plus family support to navigate resources.
Who qualifies: Active duty, National Guard.
**What It Is**
The Exceptional Family Member Program (EFMP) supports active-duty families who have a dependent with a special medical or educational need. It has three parts that work together:
**The Three Components**
• **Identification & Enrollment** — enrollment is mandatory when a family member has a qualifying condition. It documents the needs so the military can plan around them.
• **Assignment Coordination** — the service checks that the gaining location can meet those medical/educational needs before a PCS, so families aren’t sent somewhere care isn’t available.
• **Family Support** — a case manager helps you find and connect to military and community resources (respite care, special education/IEP advocacy, TRICARE ECHO, and more).
**Who It Helps**
Active-duty families (including Guard/Reserve on Title 10 orders) with a dependent who has a chronic medical condition, a mental-health need, or a special education requirement.
**How to Enroll**
Contact your installation’s EFMP office or military treatment facility. Enrollment does not affect promotions or assignments negatively — it exists to make sure your family gets the right care.
